AS A YOUTH, CONSCIOUS AND CURIOUS ON HOW CAN I DIRECTLY CONTRIBUTE TO THIS COUNTRY I HONORED MOST, I FINALLY FOUND A HOME.

THE PNP IS CONDUCTING THE PNP-INTEGRATED TRANSFORMATION PROGRAM HANDHOLDING SEMINAR-WORKSHOP TO ALL THE REGIONS OF MY COUNTRY. AND GUESS WHAT, I AM THE WRITER AND THE PRIMARY MOVER TO THIS. FULFILLING ISN'T IT?

AS I WRITE THIS BLOG, I AM AT THE 5TH REGION FOR THE TRAINING. A JOURNEY FOR A LIFETIME,, AN EXPERIENCE WITH MY COUNTRYMEN FOR A TRANSFORMATION THAT WE ARE ABOUT TO SEE.

AS WE PONDER AND DREAM, I AM WITH YOU IN ACTION, IN THOUGHTS AND BY MY HEART.

(Speech Entry for the Third Millennium Development Goals Summit on May 20-24, 2009 to be held in Silliman University, Dumaguete City, Negros Occidental, Philippines)



Today, I stand before you mighty and strong, proud of our heritage and teachings of our ancestors and heroes. I am a Filipino youth, armed with loud and youthful voice to spread the good news of the impending feat of our long envisioned commitment, of the burning passion of leadership, empowerment, advocacy, dedication and sustainability to realize the Millennium Development Goals.



Who does not want to love and to be loved? Who does not want to care and to be cared and who does not want CHANGE, CHANGE AND NOTHING BUT CHANGE along with the realization that the faith to the Almighty is equal to the conviction that the youth can change the land.



We have witnessed and continuously witnessing the predicaments of graft and corruption, poverty, poor health care services, mushrooming of HIV/AIDS, degradation of environment and other forms of social violence.



We are gathered here today to reflect, to move, to shoot and to effect local, national and global change. We envisioned to become self-reliant youth, brave to take the challenges of our time and to face the great responsibility mandated by our constitution.



We are blessed and privileged; all gallant and vibrant men and women of the youth sector to have affirmed commitment to become role models to fellow youth to kill the major termites of our society.



We are the change we want to be in this world. The youth, through transformed servant-leadership, have the power to eradicate the hopeless notion for transformation. We are not only born to become catalysts for change but primary movers to effect complete transformation.



I urge the government agencies to treat every citizen with equal rights and protection, respect and understanding. I urge every youth to teach along the streets and greet with smile every street kid you meet or even the dirtiest beggar you see. I urge the parents who have growing children to inculcate love by giving them the chance to build eternal faith to God. I urge the blinds to open their eyes, the deaf, their ears, the mute, their mouth.



To live and grow in a united family centered by faith, to build respect and tolerance in diversity, to feel the unconditional service of the government and to spend time with people who sensed insignificance, these are few things we can do to born peaceful and loving communities.



We are one and together. We can make a difference today and not tomorrow because we are the youth.

Dear TIG Friends and all those who prayed,

I am very glad to inform you that through our prayers, we have contributed to the now healing Divina Samar Blancaflor, 42years old from the Philippines who had once suffered from BREAST CANCER 3B stage 4. He was operated last week through the effort of her second family, as a domestic helper.

Ms. Blancaflor is the caretaker of Aileen, one of Youth Advocates for the United Nations members.

Ms Aileen met with other YAUN members and delegates last Saturday to discuss for this coming 3rd Millennium Development Goals Summit to be held in Silliman University, Dumaguete City, Negros Occidental, Philippines.

On our talks, Ms. Aileen is asking for our continuous prayers and if possible, support to the patient for complete recovery. The patient will still undergo chemotherapy that needs financial aid. I have suggested to Ms. Aileen to write to PCSO. She said she will and would also mobilize solicitations to the Local Government Unit. However, we need to back-up this move. Should you want to donate something in cash or in kind to the patient, please contact me @ 00639051626925. Let us help Ms. Blancaflor. She is a mother and recipient of our Mother's Day celebration today.

I am also inviting you to come for this year's Summit. This momentous event will enhance our leadership skills uniting for MDG achievement in 2015.

II. PROJECT DESCRIPTION

1. Introduction and Background

The Philippine National Police (PNP) is currently implementing its Integrated Transformation Program (ITP), a ten-year reform initiative envisioned to blaze a path of positive change in the PNP, making it a capable, effective and credible police force. Under the ITP, series of projects have been instituted nationwide to come to the realization of a Transformed PNP. One of its high impact project is the “Himlayan ng Bayaning Pulis” (Himlayan), conceptualized to honor PNP personnel who heroically died serving and protecting the sovereignty and interests of our nation.

The “Himlayan” will help boost the tourism industry in the province since the project is envisioned to be similar to the famous Arlington National Cemetery in the United States of America, Highgate Cemetery of London and Pere Lachaise of Paris which continuously rank as most frequently visited by tourists.

Apart from providing panoramic attraction for local tourists, the Himlayan will be developed into fascinating living archives of police history not only to honor the memories of Bayaning Pulis but also to uplift the morale of the family members left behind by their departed.

2. Project Objectives

The specific objectives of the project are:

1. To promote the general welfare of men in blue by providing a burial destination for those who have dedicated their lives through honorable service to God, country and fellowmen in the field of law enforcement and public safety.

2. To establish a monument that would enshrine the very essence of police profession; i.e., honor, service and justice;

3. To preserve the customs and traditions of the service burial rites and ceremonies.

4. To design the cemetery in such a way that it could be considered later to be a landmark for tourist destination that would help boost the local economy.
The project will be located at land situated in Lot B-2-C (LRC) Psd. 15709 Portion, Barangay Pinugay, Municipality of Tanay, Provnce of Rizal, with a total of a 8.6-hectares.

III. PROJECT ACTIVITIES AND TIMELINE (UPON INQUIRY)
IV. PROJECT COMPONENTS

The Himlayan Project consists of four (4) components to be completed within nine (9) quarters, starting from the 4th Quarter of 2008 up to the 4th quarter of 2010.

Component 1: Initiation and Planning

The 1st component of the project shall be in place. This consists of the following activities: 1) Creation of the Project Team which shall be composed of the Project Sponsor/Supervisor, Project Adviser, Project Manager, Assistant Project Manager, and Writer / Researcher; 2) Area selection for the project site, 3) Coordination with prospective site donors 4) Organization of the technical working group (TWG); 5) Site inspection and survey, 6) Drafting of Memorandum of Understanding (MOU), 7) Sangguniang Panlalawigan of Rizal confirmation of MOU, 8) Sangguniang Panlalawigan of Rizal resolution authorizing the Governor to enter into MOU with the PNP, 9) Signing of the MOU, 10) Project groundbreaking, 11) Issuance of orders for the TWG; 12) Meetings with the TWG to discuss, finalize and agree on schemes to undertake for the realization of the project.

The Technical Working Group will be composed of representatives from DPRM, DC, DPCR, Legal Service, Engineering Service, Chaplain Service and PMO.

Component 2: Execution

This component shall involve the following activities: 1) Coordination with leading architectural firm, 2) Drafting of the development plan, 3) Approval of the development plan, 4) Resource mobilization for facility development, 5) Bidding of project and awarding, 6) Horizontal and vertical construction, 7) Facilities inspection and turn-over.

Component 3: Supervision and Monitoring

Upon implementation of the project close supervision and monitoring shall be made to ensure the proper implementation of the desired design and aesthetic plans for the Himlayan. TWG and Project Team shall meet from time to time if necessary. Consultants from chosen cemetery developers shall be tapped to mentor and give guidance on the successful completion of the project.

Component 4: Evaluation, Replication and Closing

This stage shall entail the thorough evaluation of the entire project from initiation to implementation. Should the evaluation show potential success, the project shall be replicated at the regional level with the same purpose and intention. The component shall involve hereunder activities: 1) Establishment of the facility administration and management unit, 2) Facility administration handholding, 3) Turn-over of facility administration and management, 4) Project assessment, 5) Design of replication plan, 6) Replication of project in Vizayas and Mindanao Area.

IV. PROJECT COMPONENTS

The overall project cost including the development of the project site is PhP80 Million/$2 Million.
